The electric fuel lift pump operating pressure should be approx 3 PSI. Did you blow out the passages from inside the water separator with the hoses removed? It's common to find debris in the inlet side passage.

Yes, there is a brake adjustment. You loosen the jam nut, item #40 a few turns and tighten the turnbuckle, item #30 until the pedal is properly adjusted. Retighten the jamnut.
