First, what is the complete model number of your RTV? If it is an RTV1100, the blower is powered by hydraulic pressure. If it is an RTV-X1100, the blower is powered by a PTO shaft that is not related to hydraulics. The PTO is engaged by an electric clutch located on the gearbox's output shaft.

I agree, it appears to be a slipping clutch, and leaking exhaust manifold gaskets. Remove the starter and smell in the clutch housing, you will know quickly. It will be a very distinct odor of burnt clutch dick friction facing.
