Also, check the level of the blades. The front should be about an inch lower than the back:D:D

I think I see the problem, now. You don't have it attached to a tractor... If you hook it up to a tractor, you can get loads more leverage, on the cheater bar...:D:D

If its a finish mower, someone could also have put a blade on upside-down. I've done it, but never actually mowed with one upside-down...:D:D

Get the biggest dia. knob you can fit in there. A larger diameter will give you extra tightening torque...:D:D

It is my understanding that the small wrench set, is about $300, for 3/8-1". I can't pull up any prices today, but last night I looked, and it was $1500+/- for the set that goes from 3/8"-1-5/8. So I figger I paid about 1/2 price or more, on the big wrenches. Also picked up a B&D 9" grinder...
