Does something else use that engine? Maybe the engine designer envisioned an application blocking access to one or the other? Much smaller, but my rototiller has two (drains and fills, I believe), and one is blocked by the frame.

That has not been my experience. I have two 55 year old, two-wheel drive tractors with power steering. The last tractor I had without power steering was my (1950s?) IH Farmall M.
