Welcome to OTT from Alabama. I don't know about standalone slip clutches, but when reading the specs of tiller manufactures, they always list the required minimum and maximum HP for each size tiller/clutch.

Welcome to OTT Odie from Alabama. Land Pride RTA1550 only requires 17HP. The big thing with tillers is the depth of each pass. Keep the depth small for each pass and 17HP will work.

I have a Land Pride RCR1860 that is less than a year old and is exactly the same way. In fact, I had to tighten all 4 bolts holding the gearbox onto the deck within a couple of months.
