    IIRC the intake manifold has to come off in order for the pump to come up out of the block. Rack is probably stuck from sitting. You can get to it by removing the stop lever's cover below the pump. Then you should be able to move the rack via the pin and a pry, if you're lucky.

    Almost sounds like the fuel shutoff solenoid isn't working properly. It has 2 coils. A "pull" coil which pulls the solenoid open, then a "hold" coil, which holds it in the run position. Also, might be worth looking at the wire connector and possibly the fuses.
