Run Away L3010D Issue

I have a L3010D believe its a 2000 (S/N 82767) that runs away. I got it from a friend and been sitting for about 2 years. Im pretty sure the rack is stuck in the pump but didnt want to pull it out before posting.

When i first started It figured it was just oil in the cylinders but it wouldnt settle down after running it a few seconds over a few time of starting it. No matter what you do on the pump its has zero responce just wide open (linkage has been removed and all work is done at the pump direct).
So my next step was to crimp the main fuel feed line and this lowered the RPM.

I've never worked on a cartrage sytle pump can you just pull it strait out or dose it have to be in the correct timing point.

I won't swear to this, but what I see in the parts book shows an engine stop lever on the side of the block near the pump. I would remove that assembly, then looking through the exposed opening, try to move the rack by hand. If it's stuck, you should be able to tell at that point. If the pump has to come off for repair, it should lift straight up once the governor linkage is separated. Not sure how the governor connects to that pump. It may be as simple as a pin resting in a slot. Timing should be no concern provided the shims under the pump are all intact when the pump goes back in.

IIRC the intake manifold has to come off in order for the pump to come up out of the block.

Rack is probably stuck from sitting. You can get to it by removing the stop lever's cover below the pump. Then you should be able to move the rack via the pin and a pry, if you're lucky.

Yawl are correct there is a Stop lever cover. Ill start working with it over the weekend and post finding.
I also just found out that it was worked on just after he down it so working over someone elses work could be fun.

Got it appart and the govener was off the rack so i said awesome found the problem. I when pulled the rack back and lowered it into the govener slot. The issue I still see is in the attached picture the govener still gets knocked off by the emergency cutt off if pulled. It seems the govner arm and rack just dosen't attach correctly and nothing holds it up from falling off again.

Please disregard the springs I removed them so I could work on it.

any thoughts?

Looking it over several options:
If spring #120 is off that might do it.
If the governor arm is bent or broken that too would cause it to lie too low.

Pull the speed control plate and have a look down in there and see if you can see if it's broken.

Well i pulled off the speed control cover and the spring it attched.

I also fail to mention before that the govenor arm even with force wouldnt go up far enough on the rack. This leads me to believe the govenor arm is bent or somehow out of position. The only thing keeping me from believing this theory is it looks like its cast iron and that usually will break not bend. Also what would cause the govenor arm to bend there is nothing attched direct to cause it to bend.

I just want to make 100% or test every option hate to tear apart this engine to find out is was someting much simpler.
