Yes I believe that is the bleeder valve. I would tighten it up and clean the pump with brake cleaner or similar spray to remove the mess. Tighten the bolts on the cover/top of the pump to try and seal that gasket (I think that’s what I see). Then run it and see if you can find where it leaks...
