Some sort of wiring issue, grounding of regulator circuit maybe, only thing that controls voltage is the regulator. Are you sure your meter is correct? Check fuses and battery connections, does this unit have an alternator or dynamo?

Electric fuel pump and sticky float valve? Pull the bowl and ensure the float and needle valve are sealing and shutting of the fuel. May need a new needle or float adjustment. Could be some crud in there.

You don't say exactly where the smoke is coming from, but I'll have a guess that it's coming from the engine breather pipe which goes from the top of the valve cover down the side of the engine. EDIT. Daren types faster than me!

When you raise then go to lower, when you move the spool to lower, does it make a sound as if it is working hard against the pump or relieving the hydraulic fluid?

Have a look at the exploded parts diagrams at http://www.kubota.com/part/partsList.aspx could be something simple like a broken roll pin, the diagrams will help you see waht can be checked and pulled apart to suss it out
