If the belt is in the pulleys correctly now, then the belt must have been loose before, not tight. The spring may have been tight, but the belt loose, unless the belt was caught up on something else.

It appears that you have pressure, but don't have relief or return to tank flow. As previously mentioned, possible crap in line or valve or QC or kinked line. Depending on how your FEL is plumbed into the circuit, check your 3pt isn't riding up at max stroke and relieving.
