    Do you know if they replaced the pulley on the left transmission or was it reused? A hairline crack can open up under a load like climbing a hill, but have no effect on a decent or level ground, causing the belt to lose its friction.

    I’d be willing to bet that the service technician would throw on a trusty set of Freon gages instead of relying on someone else’s Magic 8 ball. It sure sounds like the low or high pressure pneumatic switch is doing its intended function.

    Have you verified that your heater isn’t leaking past the shutoff valve during high rpm? At that rpm your generating the most heat and the water pump is at maximum output.

    Safety switches

    What doesn’t engage? PTO or hand levers? PTO problem could be a dislodged blade causing a bind or crap jamming the mower belt or pulleys . If it’s the levers then take a look at your brake switch. If it’s jammed ON you’re engine will shutdown when either lever is moved from neutral.
