Kubota b2150 HST not working

I got the three point to go up and down. If the tractor is moving, when I move the 3-pt up, the tractor stops until it’s all the way up and the tractor moves again. 3-pt going down doesn’t seem to make that much of a difference. On medium speed, the tractor moves only on flat paved surface. On high speed, the tractor moves at times but only in the garage on flat concrete floor. This is frustrating!
Have you ever had it running properly?

I'm pretty sure its a fluid flow issue.
Turn this valve a 1/4 turn and see what it does to the operation.

I bought it as is unknowing the condition. I heard the engine run and I know the clutch was bad and it was leaking from a seal on the shaft. The clutch and the seal has been repaired by the dealer. I do remember we had a hard time getting in the trailer, but I assumed it was the clutch. It had been sitting for a long time. So should I open the valve all the way and then close it a 1/4 of a turn or close it and open it a 1/4 of a turn? The loader is not on it and I have the loop connected.

The selector valve only should turn 1/4 turn, there should be stops (roll pins).
It turns off the loader loop and makes the hydraulics take a direct route to the three point and HST.

When the loader was on and working, was it strong and fast?

When the loader was on and working, was it strong and fast?
It runs and acts the same way no matter what direction I put the selector. I also unscrewed the air bleeder bolt and a small amount of air came out before hydraulic fluid flowed out but runs the same. The hydraulic cooler in front of the tractor looks “newer”, does that have a bleeder bolt/screw? I can’t find one and I’m thinking maybe air is trapped blocking fluid flowed? Is that possible?

No, air can not be trapped in the cooler.
But, There was just another case where the aftermarket cooler was causing issues with the tractor, low flow.
It might be in your best interest of trying to get to the bottom of this issue, to bypass the cooler and test it.

No, air can not be trapped in the cooler.
But, There was just another case where the aftermarket cooler was causing issues with the tractor, low flow.
It might be in your best interest of trying to get to the bottom of this issue, to bypass the cooler and test it.
I took the cooler off and no change. I mean maybe a little better in middle speed but no change in high speed.

Is there a spring and poppet in there? I think that's the orifice in the poppet you're showing in one picture.
Nope. Just what’s in the pictures. The WSM doesn’t seem to show a spring for the flow divider assembly. Unless it’s in the middle of the assembly but I can’t get it apart. They bend some of the edges to prevent it from coming out.

Ah ok, I was wondering why it stayed together. Yes the spring and poppet are inside there, looks like the poppet is brass? With no flow, the bottom holes should be blocked by the poppet. I can't really tell from the pictures. Is the orifice hole open and clean? Can you stick something in the bottom to compress the spring and make sure the poppet is free to move? When you reassemble it, I'd use new o-rings. If it still doesn't work, you could remove the line to the power steering/hydrostat, start the tractor and measure the flow- should meet spec.

I think there's a relief valve in the transmission that could also cause the problem. I'll go look.

You may be the victim of wear. Without re-reading everything, you changed the filter? Did you notice the transmission working better with the engine revved up? How many hours on the tractor? Maybe ready for a new pump?
