Could it possibly be letting the hyd fluid in the crank case at the point where the hyd pump is being driven by the engine? Could be a bad seal at that location letting the fluid bypass.

It should have a vent hole in the fuel cap. Sometimes they will get trash in them and can't properly vent the tank. Maybe that will be all that's wrong.
