He's saying the engine shuts down when selecting gear or PTO, he hasn't said it won't start, hence the notes about seat/OPC control of the stop solenoid. If there is no electric stop solenoid on this tractor, and it's a stop pull rod he must have other hydraulic/mechanical problems stalling out...

One other thought, is the release mechanism activated by the application of the foot brake, meaning put your foot on the foot break hard, then lift and release the handbrake lever. Not sure if Kubota uses this system, but worth a try.

I'd hazard a guess that it has a flip over release mechanism which is all gummed up. Pull the handle off and clean/grease mechanism and check the spring. You could try to push down hard on the handle first, before lifting to release. (If it has this style of release)
