For symptoms like yours, the first thing I like to test is loosening the fuel filler cap and try running it. If the fuel tank vent is clogged, it'll create a vacuum in the tank as fuel is used up which eventually prevents fuel from passing through.
It's blatantly obvious that you're wrong when you look at the bearings in the OP's picture.
The bearing you're showing is an insert and requires flanges.

I wouldn't necessarily criticize the guy for putting in another shim. The WSM says shims as plural and there's different thicknesses given depending on which version B2650.
The bearings on this particular one is not a locking collar type.

The issue with this type is that sometimes a raised ring will form on the shaft where the set screws are tightened which may make it difficult to extract the shaft from the bearing.
I wouldn't bother with the relays.
If you turned the key to the run position then jumped the starter, will the engine run? Make sure you have your parking brake on or ensure that the tractor won't roll on you when you do this test.
Not all safety switches are 'on' to start the engine. It's a combination of some on and some off.
The engine stop solenoid has nothing to do with the starter not running.
Do you have a HST or GST transmission? Error 20 is only for the GST transmission, does not appear for HST.
Search for 'outdoor golf club storage' to get some ideas.
Maybe something like this with a bungee cord/chain at the top to keep the auger from falling over.
