    Many of the honda engines,oil is checked without threading the dipstick down. Unscrew it,wipe it and recheck. This would actually raise oil level compared to screwing it in. Wrong fill plug? Valve adjustment, or incorrect valve timing?

    My preferred method on heavy stuff is cutoff wheels for my 5” electric grinder. Walter has about the best cutoff wheels. Lighter 3/16” or less is my jigsaw for intricate work.     Pull the numbers of the starter,theres a good chance you can source a rebuilt one for much less than 600. Problem is you forfeit warranty to keep a spare on the shelf,plus core if you dont provide one.
