Did you adjust the clutch prior to assembling the tractor? How are you checking to see that the clutch disc is loose?

That is odd if they are failing at the same time. The power steering pumps on these units seem to last forever. They don't get any contamination in them from the powertrain. I have replaced lots of the main pumps but very seldom a power steering pump.

The pulley has a replaceable bearing. I think it is a 6204 sealed bearing you can get at most auto parts stores.

If it had water in it the rack may be stuck in the injection pump. Remove the small side cover and see if it moves.
