That is the cover for the lower PTO shaft. If you look under the machine you will see a splined shaft . Should take a 8MM X 1.25 thread pitch X 25MM bolt to hold it on.

Many will argue with me. I do them all the time. Relatively straightforward. Just remove the delivery valve and replace the o-ring. Pay close attention to the order of things and keep things clean.

Not sure what your electrical issue is. Sounds like maybe the glow plugs aren't working. I assume hot juice is starting fluid. Your tractor won't live long if you continue to use that.

Have you tried opening the yellow bolt in your picture. This controls the speed the three point drops.

Cylinders leaking internally.

I have some of the original caps that were on your tractor. You remove the four bolts and take off the aluminum block and mount the cap on and it will circulate the oil. If you need one send me a message.

Check your glass fuses. Remove them and polish the contacts where they sit. Switches do go bad but not very often.
