First thing I would do is drain the oil, and see if there is any coolant in the oil. Then, leave the plugs out, and fill the block to the top with water, and see if any leaks out, into the oil pan. If just a little leaks out, in say a week, you might be able to add some block sealant...

From a purely economic and time standpoint that used motor sounds real good, for that price, but I'd want to hear it run...:D

While I don't have experience with this exact tractor, what might have happened is you stretched or disconnected the governor spring. Wolfman will probably be along to narrow it down for you. Welcome to the forum...:D

I would try tightening down the valve cover, first, it might just be a little loose. You can get a tiny-tach tachometer to work on it, but you have to go to their web site, and order the correct size injector line transducer...

If you overfill the radiator, the bottle acts as a overflow tank. If it were mine, I would clean the radiator first, (debris from fins) then fill it with 50/50 antifreeze,(to not more than an inch over the tubes) start and run till it reaches operating temperature, then take an IR heat gun...

I got rid of the crank, on the old 4' ford that I converted to a front mount, on my ASV RC30. Cut the crank off with a sawzall, and put an old lawnmower steering wheel on it...:D

That is , indeed what a master spline is. it has one thick spline, and the rest are thin, so it only goes back together one way...:D
