    Unless I am missing something only the one wheel, as mentioned by GreensvilleJay, is driving the brushes. Maybe the problem is that it is binding on the turn at the hitch. If the hitch is binding as you turn it would drag the unit sideways, which would cause the tire to be pushed off the hub.
