That would work to measure high pressure but not charge pressure and that is the most important pressure to check. Also you need to check charge pressure while moving and the problem occurring to make a proper diagnosis.

Is the oil up to operating temp when you are checking pressures? The lift circuit will not affect the HST unless it is activated continuously long enough to affect charging of the low pressure loop. I doubt you are holding the lift function that long. Seeing that your problem is speed related...
