What all did you do when you "cleaned the fuel system"? Was there much foreign material in the fuel system? Maybe its still plugging up? Can the mower assy be rotated by hand without excessive drag? Also check the ujoints on the pto shaft for binding / siezing (unless its belt driven)
Does it bog down and die from heavy load or does it just quit instantly as if a safety switch is shutting the unit down?

Do you mean when you engage the pto it loads the engine up so bad that it dies or is it a electrical issue such as a safety switch?

original post suggests no problem when engaging pto when deck is off.
I'd suggest you have a fuel problem (starving).
There is a fuel filter in the fuel line at the left side of the engine just before the fuel pump. Maybe it is restricting fuel flow.

Sometimes and electric pto can appear to be good without a load on it, meaning it will spin free without a deck belt around it. Then when you put it under load it wont work at all and can kill the engine.

some times if I keep pulling and pushing the PTO on and off it will eventually turn the blades and cut grass, whats the fix

no the PTO engages when the deck is off, when deck is onand PTO is engaged it kills the the engine, solenoid is engaging

Have you made sure that the deck is turning free when the engine is off. The electric pto is nothing but a clutch and normally either work or they don't. I don't see how the pto clutch is what's locking the engine down.

Start simple and start cheap and replace the electric switch that controls the pto. Its starting to sound like a faulty switch thats going bad.

I would start with the engine RPM running a little faster than idle. Sounds to me like it just can't maintain the RPM with the sudden load (fuel issue). Could be an issue with the governor not throttling up under load as it should.

The key diagnostic to me was where the OP stated they could rapidly engage/disengage the PTO and get it to operate. Sounds to me like it just needs to "spool up" gradually thus decreasing the load on the engine. Higher RPM at start up may solve the issue.

Its going to be a simple fix of replacing the pto switch. If he's having to turn it off and on by more or less wiggeling the switch then its safe to say that it's a fulty electric switch going bad. Its a cheap 10-15 dollar fix.

yes i think your on to something, but the throttle is at its max its not throttling up when i put the PTO in, the govener is not working right , whats keeping that from working

by turning it on then off quickly thats just to keep the engine from dying, its really not reving up when i engage PTO, why isnt the engine reving up when i engage PTO? how does the govener work on this model?
