I'm unclear on what you're asking. Do you need the location of the PTO lever or have you engaged the PTO and it doesn't work?

I'm unfamiliar with your tractor. I've read enough on the web to learn the PTO is engaged via a cable. That would allow a relatively small lever to do the actual engagement. My PTO lever is on the right fender by the driver seat. Yours could be the same or nearly anywhere else including the dash. Mine has a yellow knob which may or may not help your hung. If you don't get what you need here you could try calling the dealer. They can probably find it in the parts manual. I have learned some users complain about the cable breaking. A possible solution is keeping it lubricated.

I pulled this image from the web. With that being the case I am just guessing but I believe this to be a L2800 Gear drive. I pointed to what should be the PTO lever.

Sorry, Fordtech86 beat me to it! :)
