If you had a little water it may have gotten to the new filter. While it will "look good" it will not allow fuel to pass correctly. It may take 2 or 3 filters to clean up the mess along with fuel dryer.

When was the last time you changed the fuel filter? Also check the air cleaner. Add some fuel drier to the tank.

Not to be critical but rather inquisitive, why do you set your backhoe so high in the air? I would think you would be more stable if the back wheels were resting on or near the ground and raise the front just enough to be level.
