What about the acceleration sensor? It detects the amount of hand throttle lever and foot throttle operation. See page 9-S14 of the WSM for diagnostics.

Just a though... Check in and around the switch / lever for dirt, debris - leaf, grass clipping etc. May be just enough dirt to act like a spring and only make contact when compressed. Hopefully it's something simple.

Does your ATV have a receiver hitch? If so you can get one of these Clevis Trailer Pin Mounts. If not can you just unbolt the ball and use a Pin through the existing hole? Would be a PITA if you changed from one to the other very often but it may be a cheap option.
