If you don't have 12v from IGN switch to ground, check the fusible link near the starter motor. Main battery cable goes from battery + to starter solenoid. Also leaving that terminal will be another wire, follow along it till you find a connector with a loop of wire plugged into it, it is a fuse.

Yes, backhoe (take off) is inline with FEL prior to 3pt IIRC, can check hydraulic circuit. Just make a loop, so line out to hoe connects back to tractor, as if you didn't have the hoe on.

A faulty QC or crap in the QC on the hoe could also be restricting flow. Disconnect hoe and check QC valves for debris, bypass hose with line and select 3pt on selector valve. Do not run without bypass hose in place. Check performance of FEL.

Also check that the hydraulic selector valve for 3pt or hoe is fully selected/rotated.

A swivel tee fitted on the valve block in front of the main line will allow you to take off for a new cylinder, if you go that way. I expect the caps you are talking about are just caps on the end of the spools, (or they are a double of the same work ports for different access, but I doubt it)...

Have you've tested it while you have the other lines completely separated and capped off with plugs? While the lines are joined, it can't work as the hydraulic flow just returns to tank since the lines are in parallel. If the other cylinder hasn't failed, changing seals on both is a moot point...
