From your own picture, your mounting bracket (angle iron) for the cutting edge us twisted. If you don't want to replace the angle iron, maybe you can drill new mounting holes in it to bring the cutting edge lower.

I'll bet your angle iron mount has been twisted. My friend cut mine out and welded in a new one - problem solved.
