    Oh, yes, there is a cover on the top that hides the tensioning bolt. I thought you were referring to the side of the frame, where the mounting bolt hides. Mine just has a small hole in the frame in line with the bolt. No cover, just partially obstructed by the brake rod:

    No access panel on mine. There is a small hole in the side of the frame adjacent to the bolt, but everything else has to be done from underneath.
