This is not true for the OP 's tractor. It is an older tractor.In a car the operator controls the throttle, on a tractor the operator sets the governed engine speed. When using the tractor brakes the governor will go full throttle if necessary to maintain its set speed, thus the safety switch.
It uses the throttle to set the rpm for either land speed or PTO rpm. Downhill the tractor will try to gain speed and the rpms will rise. A steep uphill will cause the engine to lose some rpms.
In either case you must adjust the hand throttle accordingly.
