My ZD-21 spins over more than normal before it starts. Runs great once cranked and uses zero oil. Could it be the glow plugs?

I live just a little farther south of you but this time of year I never use the glow plugs to start my tractor or truck,usually under 50 degrees I’ll use them,don’t have experience working on tractors but I do work on diesel trucks,quick way to check glow plugs is resistance check between the tip where the plug goes on and to ground,don’t know exact spec but would guess around 2 ohms or less,and check for power to the plug,being as hot as it is here I would check compression tho,doesn’t have to use oil to be low on compression
You need a "test-lite" or a "multi-meter"..& usually 2 people to test the GP system.
OR just take them out & hook'm to a battery or battery charger to SEE if they glow.
+ on top & - to the body..
BE CAREFUL>> they get VERY HOT, VERY QUICK, if they're working.
You have to make sure they're getting power TO the rail.. but ya gotta be quick, I think they have "a timer" on the system that'll shut off the power to them after a short time.. 10 seconds??
+ on the rail & - to a GOOD ground, like the engine block.
