I live just a little farther south of you but this time of year I never use the glow plugs to start my tractor or truck,usually under 50 degrees I’ll use them,don’t have experience working on tractors but I do work on diesel trucks,quick way to check glow plugs is resistance check between the tip where the plug goes on and to ground,don’t know exact spec but would guess around 2 ohms or less,and check for power to the plug,being as hot as it is here I would check compression tho,doesn’t have to use oil to be low on compression
