What is this valve?

I recently acquired a Kubota L185 and I'm working through some issues with it. I'm new to owning a tractor so please forgive my ignorance.

Can someone please tell me what this valve is for and if water is supposed to be coming out of it? If not, what does that indicate is possibly wrong with the engine?

What's wrong with it, nothing is wrong, it's just open, close it and water will quit coming out.

Seriously, its normal, It's a block drain.

Well damn, i feel really dumb. Thank you so much for the quick response!

When I got it, i was told it was over speeding and then wouldn't start. Previous owner said he thought the head gasket was blown due to the radiator being empty and water coming out of that valve. I'll fill it back up and try to start it to see what i'm working with.
