Woodpeckers usually dig in wood to find bugs or to send a message to other woodpeckers, either mating or territorial.
These little peckers only drill holes to store acorns. (see pic) They're pretty stupid, as they drill a hole in the siding, shove in an acorn, which falls behind the siding where they can't get it, then repeat the process endlessly. I cleaned out at least two 55gal drums of acorns from behind siding & trim, and there's probably another drum full in areas I'm not willing to open up.

A non toxic pellet will do the trick then you can feed them to the crows and eagles, it's called recycling. Some laws are meant to be broken.
