Have you ever thought about making PVC or Rubber PTO shaft cover?
Hope, this video answers the question.

The reason I made the cover(cap) is to keep the PTO shaft clean (I want grease film in mine before I put it on) and it keeps the shaft from rusting, dusting when I'm not using it.

Before I got to place in the video of your use of heat ... I was thinking a good heat gun would soften that plastic up to make a perfect fit!

Yes!!! Heat gun is much better than propane Burner that I don't have...^^LOL^^
