This is a Google AI response, but it’s a pretty good overview IMO.
Thank you, yes, those are legitimate reasons but I think all of this could be covered by withholding the number. Number spoofing should be abolished because the fraudulent use is getting too much. And the law is difficult to impossible to enforce.

We still have a landline through the Spectrum bundle and love it. Our phone has caller ID and if a call comes in that we don't recognize the number we just let it go to see if the caller leaves a message. Our cell phones are TracFone that we only use for emergency calls, calling while on a road trip, and texting family and friends. My reasoning is if its important and legitimate, they will leave a message and I will get back to them. And yep, I got called by me a few times.

I find it shocking that this is even technically possible. The phone companies could easily change their software to stop number spoofing. Why are they allowing this?
No one has filed a class action suit against them for a couple of hundred million bucks yet.
It takes motivation to get change.

OK, so I don't get many phone calls, and when I do I always check the number. Lately a lot of calls come in ring 2 or 3 times and stop, no message no name nada, so I have to assume they are robo calls.
But lately some calls have come in for numbers ,the look like I should know them.
So reverse number look up,, tons of them and they all want money, while I dont mind paying for a service if I have to, there has got to be free ones out there some place, or is that something from a by gone day?
Try using this one. I use it all the time and it is free. You can test it out by doing a search on your own number.

i changed my voice mail greeting. Most people record a "leave a message" tone, and that's about it. You get the idea.

Here is my voicemail greeting: I have had one similar for 10+ years and get VERY few spam/robo calls.
