Quick fix? As others mentioned.. the rubber bung you can usually find in the plumbing section at the hardware store. No hardware store?... Take a quarter and JB weld it over the hole. When you're ready to fix it right.. knock the quarter off with a punch, then drill and tap as others mentioned.

Temporary fix- previously mentioned emergency plug. Like a small bilge plug on a ski boat. That'll get you by for a while.
Permanent- if the steel is as thick as I imagine, get the next size up plug and tap the existing hole. I'm OCD, so I could understand not wanting 2 different plugs in the same axle. It is still what I would probably do.
