At the end of the day, I think it is kind of like wearing a face shield when you already have safety glasses on, when using a grinding wheel.

If the wheel explodes you will be glad you used the face shield. If the wheel stays together like they nearly always do, the face shied did not help at all.

Frankly (honestly), I use safety glasses but not a face shield when using my grinding wheels...something I will regret if things go bad...I probably should reevaluate what I am doing...

Maybe the newer machines that have locks don't have to be strapped, not sure about that.
My (old) mini excavator has a "house" lock pin, but no boom or swing pins.

I'm pretty sure Ontario law doesn't say 'straps..UNLESS machine has a holding pin....' And while the odds of a 'holding' pin breaking is super rare, I do KNOW that the autotranny park pin CAN fail on '77 F100 trucks(10K in damages...).
Having a strap on the bucket,even a lil one at least SHOWS them that can issue tickets you're trying to be safe and secure.
