Then lets focus on getting some diagnostics.

Start by disconnecting the hose that supplies pressure to the loader valve and connect it to your pressure gauge. Start the tractor and read pressure. Do not let the tractor run for more than 20-30 seconds while performing that test. You should see close to 2000 PSI.

Edit: Ignore my original post - I looked at the WSM and I see the relief valve on that tractor is in the 3pt. So you can't connect the gauge as I described. Do this instead:

Disconnect the hose supplying pressure to the loader valve and place a tee in the line. Reconnect the hose and connect the gauge to the middle of the tee. Now start the tractor and cycle the loader valve thru all of the positions. Hold it in each position until the loader stops moving and then read and record the pressures. You should be seeing 1775-1850 PSI at all positions
