Issue with the 3-pt needle valve control which regulates the speed in which the 3-pt lowers. Was not allowing 3-pt to lower with ballast attached. Had to turn the control nearly all the way out to get 3-pt to go down. I do turn this control knob in/out occasionally to make sure it does not become stuck. Working OK now. Anyone others having the same issue with this control?

No, but you might have had a small piece of debris stuck in the needle valve, causing a temporary blockage.
