M5700 won't shut off

Likely fuel/injector pump shutoff solenoid. Probably $50-70 depending on where you get it.

Have you checked your fuses yet?
I checked the solenoid by bypassing the wiring and it works. It is not getting any juice.

I backtracked the wiring to a point that connects with the lighting wires. From there to the it goes to the alternator.

Where would the fuse be?

The only fuse I can find is on the left side, up under the dash. 50 amp.

I could be wrong... but it seems to me the shutoff solenoid probably only gets power in the "run" position. If it drew current in the "stop" position it would drain the battery.
Doesn't that have an external solenoid and linkage? Can you shut it off by manually moving the shutoff arm to the stop position? If so, test the operation of the solenoid and see if it is powered in the run position. I'd suspect a sticky linkage or the return spring if the solenoid is working and the fuel pump arm won't return easily/freely to the stop position.

When I bypass the wiring and give the solenoid power, it retracts. When I remove power, it extends.

I tried this when the tractor was running and it shut it off.
