I will add to what @North Idaho Wolfman said. If the valve appears to be working the next step would be checking for flow and pressure at the valve. Thats where your problem is. Stsrt there and work back, not the other way around.

I apologize it is on the left of the steering wheel.

When the lever is to the left of the steering wheel, it is a hydraulic shuttle.
When the lever is on the left fender, it is a mechanical shuttle.

What happens if you turn the steering wheel or raise the loader when the tractor stops moving?
