L3130 Losing power going up hills after Fuel Filter Change

Hi,
The tractor was running great until I changed the fuel filter. After changing the fuel filter, the tractor loses power going up grades, which wasn't an issue before. The tractor's RPM seems to cut out. When I let off the pedal, the RPM jumps back up. I'm guessing it's an issue with bleeding the fuel lines. Looking for suggestions?

One more reason not to change filters until they clog.

Did the small bleeder valve by the injection pump get left open? Tractor will run fine until it needs more fuel.

I checked that, and it was turned all the way to the right.

Could be the lift pump is going out.

Bleed the system. See if that helps.
