I'd be going with water service shut off. Blue cap, blue paint and 3-4" pipe tells me water service. You'd need what we call a "church key" to turn the valve.

A "church key" is what locks a casket lid shut. The casket goes on top of a "church truck" to be wheeled into the church. Just keep in mind that I will be the last to let you down! :)

Thanks everyone! I'll get a flashlight over there ASAP. It's off the drive a ways and well defended by briars and other bloodletting plants (I was removing a honey locust tree when I spotted it). So I need some psychological prep.

Just a tip, bring a string with a big washer tied on to see how deep it is. Been there and done that.

I agree with others this is likely access to underground water-supply valve.

It may not hurt to ensure it is well marked and protected from wheeled vehicles. A stone wall surrounding it is commonplace. Many landowners need a place to put stones found on the property anyway.

But maybe that's a bit of overkill.....

It doesn't look like it uses a church key but it does look like a shutoff of some sort.

Oh and for the record that's about 5 feet under ground.

It is the water service shut off valve. In most areas it belongs to the water company. A square valve wrench is about 20 bucks.

I'm a bit puzzled why your water supply would be coming from a piece of property that you just bought? Perhaps there is a right away on the deed? Just curious...IF I remember right what was posted earlier...

That is the secret part, his neighbors didn't know he was supplying him water and for all these years he got it for free. Now he has to pay since he owns both pieces of property.

That is the secret part, his neighbors didn't know he was supplying him water and for all these years he got it for free. Now he has to pay since he owns both pieces of property.
My meter and shutoff are in a rectangular box and on my property but just about 40-50 feet from this. The new property had a home on it that I tore down but I've never found a meter for it. My guess is that this is a shutoff for both or more properties.

Some not asked for advice. I would drive a three to four foot marker stake at the pipe. Would be heck if it got covered in leaves and you ran the tractor over it.
