Help troubleshooting L4200 starter

Kubota L4200 tractor wouldn't start. A mechanic said the starter had voltage and must be bad. We found a new one online for a decent price. Easy install, but it still won't start.

It clicks hard when I turn the key so I think the starter solenoid is working but maybe not the motor. It won't crank even when giving the starter motor power directly with jumper cables and manually jumping the terminals on the starter.

The engine turns by hand on the crankshaft pulley so it's not locked up

Any ideas how I can continue troubleshooting?

Is the battery charged and in decent shape? Same battery being used to test for voltage? Clamps & connections clean?

Is the battery charged and in decent shape? Same battery being used to test for voltage? Clamps & connections clean?
It has an optima deep cycle battery and new terminal ends, clamped nice and tight.

However, as it sits now I think the battery is low. And for a while the tractor has had some charging issues as we had to put a charger on the battery periodically.

Whenever the battery got low I would just jump start it with a truck so I have been using that during my troubleshooting.

So that's one reason the new starter may not be working.

It looks brand new and functional, but maybe I will pull it back off and try and double check the function of the solenoid next.

Check your positive and ground cables. Could be a loose or corroded connection. Usually the ends are crimped or soldered on. Had many a cable develop an issue where the wires attach to the ends. Sometimes they intermittently drop power till bumped. Sometimes they cause the starter to click rapidly.

Check you battery where it grounds to the frame. Sounds like you might have corrosion where it is bolted on. Take it loose and polish the surfaces.
