Any thoughts on where to begin on a l5740 hydro cruise control that will not engage? Additionally the speedometer is not working but I don't think these 2 things are related?

My guess is since the cruise control works on what speed you want set and your speedometer is not working, it can't set.

Downhill, with a wind and on pavement, fastest I got was 18mph. Most time, I'm between 3mph and 6mph.
What does the speedo go up to?

It is digital, so I guess it could go up to as many digits could be displayed across the screen, maybe warp factor 5 or 6? :p

Tractors have speedometers ?
If you’re using it for ag purposes such as spraying herbicide/insecticide or applying fertilizer/lime, precise speed is a necessary component along with flow rate for proper application rate. Effective cruise control and accurate low speed speedo is needed for those type operations. I don’t do that type thing any more so I have no use for a speedometer and it’s a good thing since I don’t have one on my economy 01 series. Spraying operations requiring precise speed are left to my Mule which does have a speedometer.

Is there an odometer to go along with the speedometer? Do you change the oil based on hours or miles traveled? Inquiring minds need to know! :)

Sounds like the 'speed sensor' has gone 'bad'. Could just be a connection issue( fallen off ?) or busted wire.
Best look online for WSm or diagrams of what's involved, should be close to the output of the tranny where driveshaft U-joint is. The sensor will 'count' driveshaft rotations, computer will convert into RPM based on diff gears and tire size.

No odometer that I remember seeing, just the hour meter. Oil is changed based on hours on my machine. It does have a trip meter based on hours, an average amount of fuel used per hour, and the amount of fuel used total.

I don't know about the L series, the smaller tractors simply lock the forward foot pedal to give your foot a rest.

Clearly everyone is being facetious and that's putting it nicely. I'll just retreat deep into the WSM and pretend I know how to read wiring diagrams.

Make sure the foot pedal is centered.
To engage Cruise Control Device
1. Step on the Forward side of the Speed control pedal
until a desired tractor speed is reached. With the pedal
still down, push the front of the cruise control switch to
the second level to set the cruise control.
2. To change the cruise speed setting, use the same
switch. Each time its front is pressed, the cruise speed
increases. Every time its back is pressed, the cruise
speed decrease.
3. To operate faster than the set speed, depress the
speed control pedal further down in this condition. The
set speed will be resumed if you release the pedal.

Never seen a tractor with an odometer, but my Mule has both an hour meter and odometer. When you first get it you have to make a choice whether to time maintenance by odometer v hour meter. There’s maintenance schedule for both methods.

yeesh, I'm not 'happy' about the 'Travelling Speed Sensor' so called diagnostics. Leaves a LOT to be desired though perhaps there's better info elsewhere ? Now I'm curious as to what the sensor is, though I suspect maybe a varyrel pulse type they usually need 3 wires(power, gnd, signal). If so you need to test that power(+12v ?) IS getting to sensor.
It could be that the fuse powering the sensor has blown or that connector at the sensor has wiggled off similar to the classic BX23S 'no start' problem.
It'll be intersting to find out ! Also thinking a 'subforum' group of 'problems and fixes' might be nice, say further broken down by 'family' of tractors.
