BX 25 Doesn't stop well when cold/First use? Brakes and hydro.

Would the neutral spring cause my issue? Is it in the front near the fan area? I'll take a look when i install the Damper.

Usually the neutral spring only effects it staying in neutral not it's speed getting to neutral.
But check it!

SO I replaced the damper, It was set all the way one way which made it slow to return, I have it set about half way right now and sometimes it stops quickly if pedal is full speed and let off quick, If I am partly on the pedal let off it is slow to stop, and doesn't want to stop on its own in reverse.

What are my next steps? Linkage appears to be free moving but I did spray it anyway.

Does spring need to be adjusted? if so how?

You need to read the WSM on how to set the neutral on it.

I watched a video and did read manual, they say to tighten about half turn and check. When you say set the neutral you mean the neutral spring in picture you posted about correct? That spring is supposed to bring the pedal back to neutral quicker correct?

No not the spring, the neutral holder is adjustable.
