Good observation and I think it illustrates the benefit of just looking things over, which we tend to do when performing maintenance on our own tractor (or vehicle).

I find the sweet spot to be around 1,500-1,700 rpm for what you describe which is quieter and uses less fuel, for mowing full PTO 2,100 or even a bit higher.
