Sounds like an error, that phrase may have been included from a riding tractor manual.
If you have a 540 RCR then you run the PTO at 540.
Usually there is a mark on the tach that shows where that occurs.

From the shop manual, there are 4 interlock switches on the HST model:
- PTO must be off
- Clutch depressed
- HST pedal neutral
- Operator on seat
In addition, there is a 5A fuse in series with the switches. I think it's top right on the fuse block but could be wrong.

I have an "extra requirement" wired into my tractor to make key starts impossible but i have to enable/disable it manually, the fob idea eliminates that, the extra security is automatic.
