    On many of these style bolts, Kubota instructions show 2 to 3mm clearance instead of tightening. There is a bit of clearance in the pin hole and a tightened bolt will take the load instead of the pin and bushing leading to broken bolts.

    Starting Problem

    Check your oil and see if it is milky, that sucking sound might be valves sticking. I hope that I am wrong, just throwing out a possibility. Water in oil can cause a milky appearance and might cause corrosion during storage. A compression test should show a valve problem.

    Aside from the heating discussed above, there is the fact that the rotating parts such as gears and shafts will necessarily need more torque applied to them as the RPM is reduced in order to do the same amount of work.

    I would stay with distilled water, it should be nothing but H2O with no minerals. The DI water was run thru a process that took care of the ion problem, but there may still be contaminants in it.

    A pentrating oil will do little since the plug is sealed well. You do risk damage from an impact, so use very short bursts and try turning in both directions.     Chains can be hard on a nice driveway, so consider that. While not an orange tractor for snow work, I use turf tires with rubber tire chains and they work nearly as well as steel. I don't know if rubber chains are made in your size.

    Nothing will go away till you get that +13 volts with the engine running. You need to troubleshoot the charging system using the work shop manual. Some auto parts stores will test an alternator off the vehicle, but they may not want to do it if they don't have one that fits.

    If you can measure the dowel pin and the o-rings, perhaps you can get everything from McMaster-Carr. O-rings are difficult to measure so it might be best to measure the actual diameters and widths on the parts they seal. If you need help with that, a machine shop can help.
