Seems like that would only work for a light that you had already turned on when the power went out. And if you turned it off without a power outage, the power would go out to it, so it would stay on for a couple hours until the battery ran down. What am I missing? Is there a separate switch on...

Are you able to take voltage measurements and understand what they might tell you? This is an important question and not meant to be smarta$$ed in any way. Do you have a volt meter? IF not, perhaps it would be a good idea, at minimum to check and clean up the ends of both cables leading away...
