Of course it can be welded. But can even a "skilled welder" do it without distorting the self locking taper in that hole or leaving a void thst will spread when the taper is tightened? I think thats going to be a real challenge without some way to ream the hole after welding. Just how much money are you going to save trying to glue it back together and how confident are you of the result?It can be welded. A skilled welder can get it done.
It appears to have hammer marks on the tie rods? Maybe heat marks from a torch?
